New Trends in Public Policy and Public Management Research: Behavior, Experiment, Prediction and Data Driven

In the past twenty years, along with the development of internet, IT technology and globalization, the landscape of world politics and economy has been dramatically changed. While governments worldwide are facing unique challenges, they are also dealing with common policy issues. Tackling the increasingly wicked and complicated policy issues in areas such as economic development, new energy, environment protection, public health and education, policy makers require public policy and public management scholars provide new and effective knowledge, theories, analytical frameworks for understanding, analyzing, predicting and solving public management and policy problems. Upon the requests, research methods in public policy and public management have made huge progress accordingly in the recent years. Evidence-based, data-driven, problems-oriented empirical research has already become mainstream in the fields.
过去二十年间，随着全球化、互联网和科技的发展，世界政治经济格局发生了重大的变化。世界各国在政治、经济、文化和社会等方面既面临着共同的问题，也面临着各自的挑战。经济、能源、环境、卫生、教育等公共政策问题越来越复杂和越来越难以理解。政府政策制定者迫切需要公共政策和公共管理研究者提供新的有效的知识、理论、分析框架和分析工具，来理解、分析和预测公共管理和公共政策问题。伴随着实践的需要，公共管理和公共政策研究领域的研究方法和技术也取得了飞速的发展。寻证的、数据驱动的、指向具体公共管理和政策问题解决方案的实证研究成为主流。
Boosted by the development of computing and statistical analytics, in the field of public policy, research on public policy forecasting based on big data, data mining and artificial intelligence and research on policy evaluation based on counterfactual causal inference have gained unprecedented momentum, while in the field of public management, behavioral research based on psychology and experiments is emerging. This conference aims to convene international and domestic scholars in related fields and disciplines to exchange and develop new ideas and methods. Particularly, this conference focuses on how to apply these new ideas, analytical frameworks and methods to the context of China, providing knowledge and methodological support for Chinese public policy makers and public managers in policy making and implementation.
随着计算机和统计技术的发展，在公共政策领域大数据、数据挖掘、人工智能为基础的公共政策预测研究和在经济学可信性革命推动下的公共政策因果效应研究如火如荼。在公共管理领域，以实验和心理学为基础的行为主义公共行政学方兴未艾。本会议旨在汇集国内国外相关领域的优秀学者，交流和探讨公共政策和公共管理研究的新趋势和新方法。本会议特别聚焦如何将这些新的理论、分析框架和方法技术，应用于中国实践，为中国公共政策和公共管理的政策制定和执行提供知识和方法的支持，促进中国公共管理和政策的科学化和有效性。

The conference does not collect registration fee. Except for invited speakers, traveling cost and accommodation ae on participants’ own. Conference organizers will provide food and beverage during the conference.
